A foreigner must live in Poland for at least 185 days in order to be eligible to apply for a Polish driver's license. They should prove they have professional or family ties with Poland in the application for the document. Applicants may also be required to provide medical certificates confirming that they have no medical or psychological disorders which impede their ability to drive
You have the option of exchanging your national driver's license for a Polish one if you wish to, without having to take a Polish driving test.

To exchange your Polish driving license you need to go to communication division of Urzad Dzielnicy and have with you:
1) Filled out application form (you will get it from them)
2) 1 photo
3) sworn translation of your driving license
4) registration confirmation (meldunek)
5) residency card
You will have to pay a fee (currently at 100.50 PLN).
When your Polish driving license will be ready, you will have to leave them your original national driver's license from your country one (they will send it back to your country )
Whole the process can take up to 3 months.
