PH Driver's License (LTO Certification)

People from outside the Eurozone can also use their licence provided it is accompanied by the International Driving Permit. This passport-like document has to be paired with your own driving licence and, as in the case of European documents, is valid only for 180 days. After this period foreigners residing in Poland need to either exchange their driving documents or apply for a Polish driving licence.





The Philippine Embassy in Warsaw wishes to advise holders of Philippine driver’s licenses applying for conversion to a Polish driving license to secure a certification directly with the Land Transportation Office (LTO) in the Philippines. The requirements for securing the LTO certification is as follows, as per the LTO website (www.lto.gov.ph):

I’m currently out of the country and I would like to request for copies of my driver’s license records in the Philippines. How can I obtain this?
       
With reference to your query, hereunder is the requirements & procedures to wit:
  1. The authorized representative here in the Philippines may file your written request at LTO, License Section, W -10, East Avenue, QC;
  2. Certification Fee is P100.00;
  3. State your purpose (Note from the Embassy: please state purpose as “conversion to foreign license”);
  4. For easy reference, please include in your request complete name, birthday, and driver’s license no., if available.
  5.  Certification is being issued by mail or through representative (due to issuance of Official Receipts and use of Security papers for authentication purposes).





Once the LTO certification is issued, it should undergo authentication by the Department of Foreign Affairs (DFA). Please note that overseas-based applicants for authentication service are required to provide a special power of attorney (SPA) to their authorized representative before a request for authentication of documents can be accepted by the DFA. The SPA form is available at the Embassy and acknowledgement of the SPA requires the applicant to present his/her Philippine passport and pay the PLN 100 fee. The SPA will be processed within 30 minutes and should be sent to the authorized representative in the Philippines.

After receipt of the authenticated LTO certificate, it should be translated to Polish before submission to the local licensing authority. Please note that Polish authorities may require the applicant to secure a confirmation from his/her Embassy before the application for conversion is accepted and processed.

If this is the case, the applicant should present the authenticated LTO certificate with his/her Philippine passport and pay the certification fee (PLN 100). The Embassy certification will be issued within two to five working days.
